MANILA, Tuesday 31 August 2010 (AFP) – Philippine President Benigno Aquino has asked parliament to pass a modest 6.8% rise in government spending for next year’s budget to help focus on helping the poor, aides said Tuesday.

Cheap women’s car insurance could get even cheaper for women who take advantage of the car scrappage scheme, which has been extended by the Government to cover an additional 100,000 vehicles.
Introduced in May 2009, the car scrappage scheme allows people who own a car over 10 years old to scrap their old vehicle and receive a £2,000 reduction on the price of a new car. The subsidy is split between car manufacturers and the Government, contributing £1,000 each.
Although the scheme was initially ridiculed, the popularity of the scheme has meant that new car sales have risen for the third month in a row in September 2009, according to the Society of Motor Manufacturers and Traders (SMMT). Nearly 368,000 new cars were registered in September 2009, an 11 per cent increase from 2008, the SMMT has claimed.
The bonus of the car scrappage scheme, apart from the money off you will receive on a brand-new car, is that newer vehicles have much better rates for cheap women’s car insurance. Cars which are 10 years old are much more likely to have a fault and are therefore more likely to attract higher insurance premiums.
Cheap women’s car insurance companies also know that newer cars are designed with more safety features such as airbags and side-impact bars to absorb the shock of an impact, which will protect a driver in the event of an accident. Drivers will therefore make fewer claims driving safer cars as they are better protected and suffer fewer serious injuries.
The £300 million scrappage scheme was due to end in November 2009 but business secretary Lord Mandelson announced that the Government would add a further £10 million to the collective pot in order to extend the scheme further into next year. An additional 100,000 vehicles will be covered as a result of the extra funding that has been found.
The SMMT are expecting September to have been the busiest month this year as the new “59” plates began service. This could be the first time in five years that car sales peak in a month other than March, traditionally when new plate numbers come in.

Giant subsidized farms have destroyed the small farm. These giant farms operate at a loss and only survive by the billions given to them as welfare payments. That is the reason they can sell a head of lettuce for one dollar when it costs them to two to produce. This unfair farming practice has closed down over five hundred thousand small farms that can’t compete against government handouts.
The five acre farm is self contained it does not need government assistance to survive. It understands what it has to grow in order to survive and does it in a way that is profitable. The small farm is labor intensive which means a five acre farm can employ as much as fifty hands. This is great for the economy because it lowers the rate of unemployment and eliminates the need for public welfare.
There are billions of people in Asia that owe their lives to the small farm. They could never have survived without it. The governments in those countries never heard of welfare nor did they need it. If a person was hungry or homeless, there was always work and housing available on a farm. If you did not want to work you would not eat. There is nothing fairer than that. The governments in those countries would never think of driving the small farm out of business because if they did millions would starve.
The answer to the social problems in this country is to bring back the small farm. Thousands of five acre farms run by talented owners would empty the cities of permanently unemployed welfare recipients and close down homeless shelters. There would be no feelings of uselessness when hundreds of thousands of good jobs are available on small farms.
There are problems that will occur when we give this country a new agricultural base. But they will be solved in a humane and intelligent way. In the long run it will be better for us all. We must not let the billionaire farmers who run the gigantic farms for government handouts stand in the way of the small farmer. Our country will continue to suffer social unrest and high unemployment if we do.
Sen. John McCain, the Republican candidate for president, on Monday said he agreed with President Bush’s decision to cut the $300 billion dollar farm bill because it did not cut subsidies to wealthy farmers enough.
“I would veto that bill,” McCain said, calling the farm bill an unwarranted handout to corporate farmers and an obstacle to freer agricultural trade worldwide.

A notice to quit is a legal letter that is used to end a tenancy. You are usually required by law to give this notice a warning letter before you are allowed to evict a problem tenant. In other cases, you can use this notice to end a periodic tenancy such as a week to week or month to month lease.
Using a Notice to Quit as a Warning Letter Before Evicting Your Tenant
There are a few main reasons why you might ask a tenant to leave. These include unruly behaviour, being a complete hazard to others and failing to pay his rent on time.
In short, if your tenant commits any serious, ongoing violation of your rental agreement or poses a threat to the health and safety of their neighbours and others, you can take action by giving them a written notice to quit.
After issuing the notice, your tenant must usually be given a fixed period of time to correct the situation. In most cases, this ranges from 3 to 14 days. The tenant must catch up on any late rent within this time or clean up his mess. The notice states that they must vacate the rental property should they fail to do so.
It is important to understand that while your notice will instruct the tenants to resolve these issues or move out, you cannot force them out at this stage if they refuse to leave. You may not change the locks or take any other action to prevent them from gaining access to your property as well.
If your tenant refuses to leave after you have issued a valid notice, you will need to initiate an eviction lawsuit against them. Once you receive a judgement against the tenants, only then can law enforcement officials remove them from the property.
Using a Notice to Quit to End a Periodic Tenancy with Your Tenant
A notice to quit can also be issued to end a periodic tenancy (week to week or month to month) and a verbal lease as well. Either the landlord or the tenant may issue this written notice.
Neither party will need the approval of the other as long as the notice is given 30 to 60 days before the next rental payment is due. In some areas and in some situations, the notice period may be longer or shorter.
For example different requirements may apply for those who are disabled or elderly. Renters covered by government housing subsidies such as Section 8 also have different requirements for ending a tenancy. In the case of Section 8, a tenant must be given 90 days notice to vacate the premises.
It’s important to understand that you cannot end a lease in this way if you are in a lease with a fixed time period and your tenant has broken no rules. In that case, you are legally bound to honour the lease agreement under most circumstances.
If both the landlord and tenant have abided by the lease terms, the only way to end the lease is if both parties voluntarily agree to do so.

Federal student loans offer students in the U.S. the largest source of need-based loans. They allow students to obtain a loan with simple interest and a government guarantee. In applying for such loans, students do not need to have any type of collateral.
The big plus of all federal student loans, is the promise of an in-school interest subsidy. That means that the federal government pays the interest on the loan while the student is still in school. The government also pays that interest during the first six months after the loan recipient is out of school.
The Types of Federal Student Loans
Students should understand that there are number of different federal student loans. Some students get a Perkins Loan. When a student is awarded a Perkins Loan, then his or her chosen school gets the loan money. The school then transfers that money to the student’s account in the form of a credit. Perkins loans have an interest rate of 5%.
Some students are awarded a Stafford Loan. This is a subsidized loan. The Stafford Loan comes (at the time of writing), with an interest rate of 6.8%. The student awarded a Stafford Loan can choose the bank that will be lending the money for that loan. The lender then sends that money to the student’s school. Again the school transfers that money to the student’s account in the form of a credit.
Direct Student Loans and Loan Information
Some federal loans are direct loans. When a student gets a direct loan, then the government is the lender of the loan money.
These loans can be given to citizens or to permanent residents. At one time, some of the students awarded federal loans still lacked a full understanding of the loan process in the U.S. And at that time, about 25 years ago, students of course could not look to the Internet for information on federal student loans.
Without easy access to information, some students lacked an understanding of the loan provisions, and failed to get the best loan to suit them.
Interest Reduction on Federal Student Loans
Some students who have benefited from these loans have had the opportunity to get an interest reduction. That reduction is given to loan recipients who have chosen to use a direct debit to make payments on the loan. The extent of that reduction depends on the level of education attained by the student.
Federal student loans for undergraduates typically offer a 1% interest rate reduction for agreement to direct debit and for graduate students they usually provide a 1.5% rate reduction to any such loan recipient who is willing to make payments by direct debit.
